You can use your fingers to spatter the paint from any stiff brush dipped in thin acrylic paint, a painting brush, a toothbrush, or a stencil brush will work.
Super glue will work the wonders, try other brand of super glue, maybe it will work.

It is a pain, but take the time to unpick it if you are unhappy, and do it again, it will make a big difference to the look of you bear! Just have the patience to do so...
