I think people who collect bears (like me) go by what appeals to them, not necessarily who made him (although we do have our favorite artists -- {love those Dangerbears!}). Anyway, not knowing who made him might make him less valuable.
I would check out similar bears on ebay and sell him at a median price and go from there. Lots of bears that are sold there, the seller has no clue what artist made them, and yet people certainly buy them. :0)
you know, i had a very hard time counting how many kittens are in this group (it's my age, sobs). I see five faces, and at first i thought maybe the ginger kitten had his arms around another kitten whose face was hiding???? But now i see that ginger kitten's arm is on leftmost kitten's back who is stretched all the away across the basket. Phew! I glad I solved that mystery for myself.
They are definitely professional cuddlers!
when i've bought crocheted bears on ebay, I find them when I do searches for Artist Bears, and usually they're listed as "Artist teddy bear, crocheted miniature." (if he/she is a miniature), so that would be Dolls and Bears -- Bears -- Artist bears. I hope that helps.

He looks to me to be a Pedigree bear. They were first made in England, and then they were made in Northern Ireland. Google "Pedigree teddy bears" and you'll get lots of pictures of different styles. I have an early one that was made before 1955 and still has his made in england label. Here he is in a group shot. I think i posted this before. he sits in the back left with the dark ribbon. A little bit different than yours though.
