LeftyBears by Natascha SaboI just finished a pirate-bear. (I can't show you pictures because my scanner broke down).
Undressed, the bear measures 11cm/ 4,4 inches, with his boots annd hat on he is 13cm/5,2inches.
Now, the question is, for example in a competition, wich height counts? Undressed or dressed with boots and hat?

I'd carefully read any rules that might apply to the individual contest that you are thinking of entering, and see if they have something regarding this issue. My best guess would be that they are seeking the actual measurement of the bear. It can't hurt to eMail the sponsor of the contest and ask, especially if the measurement when clothed might push you into a different category. It's probably the UNDRESSED measurement they are after though. Good luck with your entry!
