Why don't you try a different technique? You might try doing a polymer clay nose. Or a needle felted one.
I remember that my first needle felted face I did on a bear was because I was having so many problems trying to do the mouth like I wanted it to be that in the end the fabric was too filled with holes. So I thought....it is ruined anyways, so why don't I try that new technique I never had the courage to try before! It came out really wellMaybe your bear is trying to tell you something!
Well, I was just wondering the other day if it would work also with fabric underneath as I needle felt over stuffed heads or feet. Well, you answered that one too. Thanks so much for your info!

Paula, the things you have said are all correct. You could try using an enclosed steel shot little bag in the lower part of the bear tummy. Don't close the bear body immediately but move the bag around the body to help him get the correct balance when standing. Also don't look at leg placement only, his balance depends on the whole body positioning, head, arms...
Another thing that helps is to spread the legs a bit apart, so that the feet are not one beside the other with their sides touching.

Nan, the 'beach ball' approach is very helpful. It is a good starting point. I actually did that kind of pattern because I wanted a head shape that was more rounded, like a ball with a muzzle and a neck!
You can also make a center head seam designing a four piece head. It is not exactly the same as with a split gusset, but it works fine. I have done that for bears of 12 inches, no problem at all.
