Winney, this little guy is just over 2 inches tall, so his head is really tiny. All I did was make the muzzle deeper  and then stuffed cheeks very firmly. On a larger bear I think that either of the two methods that you mentioned would work really well. You could get 3 different looks by doing one or the other or both together.

I use chenille stems folded in half, the ends securely twisted together and placed in the middle so that there is no sharp wire at either end. Then the top loop can be placed under the cotter pin.

I have the best luck with quilting thread. It is easy to use, comes in a rainbow of colors and I figure that if they use it for quilts that are going to last a hundred or so years it should be good for my little guys.

I do my long haired bears like Melissa explained  but I have one on the go at the moment that has short hair that I have tried to get puffy cheeks on. He's not quite finished and doesn't have a name yet but I am pretty happy with his little puffy cheeks. I cut his muzzle a little larger so that there was room to "stuff some cheeks".

Sarah, they are all adorable!!!!! I don't know which one I like the best, I think the fairy bears...... but then Zebedee is just so cute too.......hmmm....but then so is Penny     It is nice that they all have new homes already.
I bet your poor niece felt terrible about losing her favorite bear, probably her new one will become her new favorite
